During setup of my new DirectTV streaming box I am prompted to press the fast forward and fast reverse buttons simultaneously for three seconds to perform updates. When I do this the blue lights start flashing but the process stops and the remote is not updated. I cannot get past this point.

The regular remote controls the TV correctly. I've been thru the Settings - System - Remote option but that did not work. Directv Stream Remote will not pair. So I first set up my remote with the TV in my bedroom, and it worked fine, but when I moved it to my living room, it will not pair with my other TV to control the volume.
