I would be surprised if there's a requirement for that. Comparatively few people in the U.S. have quarterly grades. Even when they do. first quarter grades often aren't available until around the first week of December at the earliest, by which time 95% of the ED I and EA decisions have already been made. Many grades wouldn't be available.
