What I came to find out is, the cobalt is known to have these electrical problems. It’s 94% chance all cobalts will go threw this problem. And everytime its a different reasoning behind it. Mostly being ground deterioration somewhere threw the vehicle. In my case a still energized power touched the frame of the car.

All acessories work tho. Took to mechanic. Obd2 port gets power but pcm isn't showing up on his scanner. There also is no power going to pcm fuse. Checked g103 ground that grounds pcm.

Disconnect the battery wire from the alternator, make sure that the wire does not touch any part of the body or engine. Replace the fuse and see if it still blows the fuse. When I jumped the relay and fuse with a jumper wire the ac clutch does engage.
