The Korky Quietfill, may leak a bit of water during fill at the top. It's part of the anti-siphon and is normal. The water helps fill the tank, it all gets used. The Universal flush valve in the kit is adjustable for height, as is the fill valve. I don't believe the flapper will drain the entire tank. Most tanks never drain all the way anyway.
