Kills reduces the cooldown yeah, and 2 kills will also give you invincibility for 1 second. If you build Leech with DPS weapons in mind, you'll never suffer any cooldowns if I'm being honest. You can even go full selfish builds (no inspire, bulletstorm abuse, Commando 101 + Akiimbo Krinkovs) and you'll never die if you always kill.

Over the years we have gotten so many ridiculous abilities with kingpin/stoic/leech etc. that this feels very tame compared to those things. Nonetheless, this is still a very solid and tanky build.
