Make sure you have the correct mic device selected in Steam settings (I think CS:GO uses this setting but double check that there isn't a separate selection in-game). In Windows volume control make sure your mic is selected as your default recording device, as well. That may help.

I downloaded an app called “Peace” equalizer, raised my mic volume quite a bit and now it’s working fine. Needed 3hrs to get that. 1.) Mic disabled in win10 privacy setting. 2.)
