X2, that problem is typically caused by a bad fan clutch causing the fan to not pull enough air through the radiator when you're idling/sitting still. Driving forces air through the radiator which is why yours is not overheating while driving.This has happened twice in the past two weeks. The TJ has 90,000 miles on it and it appears that the water pump and hoses (and likely thermostat) were changed recently. Coolant level is full and there are no leaks. Your problem sounds like a blown head gasket or cracked head. Combustion gas blows through under heavy load and really heats up your coolant.
