There’s a couple of reasons. 1) Most of her damage is piercing, so increased crit chance and damage means she can outright delete a field with her ultimate. 2) The team she’ll usually be partnered with already has 3 strikers, and while C&D naturally apply vulnerables, it’s helpful to increase those for the others.

If you want better War defenses maybe include teams like Heroes for Hire, Young Avengers, or Hero Asgardians who are specifically built for War defense. Again, read the kits. X force is for War Offense so is Shadowland and Dark Hunter.
