Amazingly, Japan reasearched it one tick away from me completeing the tech (it was the only one i could research at that point) and i got it just in time to get the city state quest.

Alliances certainly don’t feel Diplomatically meaningful. I feel like the Diplomacy is all about getting the Alliance - once you have it, then that’s it except for all those yields. Alliances do a good job of making Trade Routes feel more important, just because they really buff those yields. There always good to have.
