Well cold infusion as a whole isn't exactly an infusion you go for, for high on-hit damage for the weapon, since it's adding an auxiliary effect. For equivalent stat investment the split attack of Halo Scythe or Winged Scythe will be higher, that's just the way it is. But if you wanted to go strength/int, Grave Scythe is the way to go.
