My current workaround is to stow 3 weapons in primary, secondary and back back slot at the end of the day before turning off. The guns showed up in game. As a side note: I tried entering a 2nd game before coming up with the idea to edit the tuning. Same bug no guns. However this time I drove straight to exfill and when I returned to the lobby my insured weapons were still equipped with no cooldown. I hope this helps someone frustrated by this bug.
