For scaling with affinity, Uchigatana does very well as Heavy or Keen, so you could go pure STR build or pure DEX and it won't really matter that much. Whichever one you choose, just get the base requirement of the other stat needed to wield the Uchi. If you want both at the same time it'll be a DEX build though. Nagakiba scales much better DEX.
