Toro timemaster blades not engaging.

I just picked up the TimeMaster 30 yesterday. I have had 2 other Toro mowers in the past and loved them, so when I saw the 30", I had to have it. The one problem is the engin, when blades not engaged, does not seem to run smooth, it like flutters, high low, high low...
